These categories are not ranked by importance. Aggregated Search Console data can be more useful for assessing overall search visibility than behavioral data from a limited consenting audience.
Rank individual metrics, not entire platforms. A platform may contain directly observed and modeled data, and the method of collecting a metric may change over time.
Report SEO performance with incomplete data
Your final report should immediately clarify three things: what happened in the research, what happened in the company, and where measurement limits your conclusions.
Indicate measurement limits
Start with a short coverage statement:
Place this statement at the top of the report, above the KPI table, so stakeholders understand collection restrictions before looking at performance.
“GA4 behavioral reporting is limited by analytics consent requirements. Search Console provides aggregate search activity, while backend systems independently verify completed business results.”
Include the opt-out rate where reliable, but do not present it as an exact estimate of missing organic sessions.
Separate search, behavior and business results
Create three sections in your report:
- Search visibility: Search Console landing page clicks, impressions, and trends
- Behavior observed on the website: GA4 organic sessions, engagement and key events, clearly labeled as limited by consent where applicable
- Verified business results: CRM or backend registrations, leads, pipeline and revenue, without organic attribution not supported
Keep these sections separate in your spreadsheet instead of combining them into one implicit customer journey. This prevents stakeholders from viewing unmonitored behavior as lost business.
Build the reporting decision table
Use the results of your audit to complete the reporting table. For each KPI, enter the data source, performance result, evidence classification, and measurement limitation.
Then use the Reporting Decision column to explain what stakeholders can reasonably conclude. Mark attribution as unavailable when supporting evidence cannot establish it.
