Amnesty International issued one on Friday Call for authorities and Forces linked to Hamas in the occupied Gaza Strip to put an end to extrajudicial killings of suspected collaborators with Israel.
In recent months, security officers have been deployed to the Hamas military wing – the Al-Qassam Brigades – publicly announced the summary execution of a man for collaborating with Israel and its intention to execute another “informant” within days as part of a broader, “large-scale security campaign.”
While Hamas officials claim they have opened a preliminary investigation into the incidents, none of those responsible for the killings have been brought to justice, Amnesty International reports.
A report The report, published by the United Nations in June 2026, identified 249 cases of extrajudicial killings and serious physical violence in Gaza between August 2024 and early 2026, at least 60 of which involved Hamas-allied forces. Amnesty International has also investigated and documented nine other extrajudicial executions and unlawful killings by Hamas-affiliated forces that occurred immediately after the ceasefire between Israel and Hamas in October 2025.
Taken together, Amnesty says the cases point to a broader pattern of unlawful killings carried out without prospect of prosecution – a trend the organization says must stop immediately.
“Almost three years after the conflict with Israel began genocide “against the Palestinians in the occupied Gaza Strip, the traumatized civilian population has already suffered unimaginable suffering and cannot be subjected to further killings, abuses and atrocities,” said Erika Guevara-Rosas. Senior Director for research, advocacy, policy and campaigns at Amnesty International. “The Hamas authorities must immediately stop all unlawful killings, vigilante violence and arbitrary arrests.”
She continued: “The restoration of law and order must never be used as a pretext for serious human rights violations, reprisals or the collective punishment of entire families.”
Hamas officials have defended the measures as part of an effort to restore security in an area where courts, police forces and other civilian institutions have been significantly weakened by the nearly three-year war. But human rights groups say the collapse of Gaza’s justice system does not give armed groups permission to circumvent due process or carry out summary executions.

Amnesty said a video it reviewed showed the men being blindfolded and tied up before being shot at close range.
Ultimately, according to Amnesty, it is a question of accountability; Even in the face of the collapse of Gaza’s institutions and widespread insecurity, Hamas-allied forces remain bound by international human rights standards and must investigate unlawful killings, hold those responsible accountable and ensure that allegations of cooperation do not become grounds for summary punishment.
The organization calls for independent and impartial investigations into executions and other unlawful killings and warns that efforts to restore order in Gaza must not come at the expense of basic legal protections.
